Discusses the preliminary recommendations of the commission on education.

Dr. Kirwin is uniquely qualified to lead the incredibly important commission on education. Maryland is in the middle of the pack among U.S. states, with less than half of 10th graders passing the PARCC exam for English proficiency, and almost 2/3 failing the math proficiency exam.
